What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no benefit in terms of gameplay other than making it easier to buy upgrades.
Boosters

The items used are typically either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). These materials are available in the inventory of an Upgrade Vendor.
Upgrading an item is complicated and takes time. It can take up to 8 hours depending on the size of the upgrade. The base stats of the upgraded item are calculated based on the new ilvl and other properties. This calculation determines the new Armor Class bonuses, damage dice, and other vital statistics. In some cases, an upgrade can grant additional benefits. These perks are available in a list.
Rarely, the advantages acquired will cost more than one perk slot; in these situations, the upgrade will only replace the perks with the highest cost. Sometimes, the upgrader may make other changes to an item, such as changing the type of weapon damage or adding or removing an operative or unwieldy property. Success Rate

A Blacksmith Blessing or an upgraded version can be used to boost the odds of a successful upgrade. This item is useful if you have an item of gear that has reached the highest level for its tier or is close to it. This item lets you upgrade the equipment to the next tier without the risk of breaking.
If an upgrade is unsuccessful the system will be returned to its initial state. This is typically an error, but it could also be an upgrade. It is a good idea to save an upgrade when you're near the maximum capacity of an item, and to use it as an option last resort.
